Job Description

Mission:
Collaborate and provide support on projects carried out by his/her business unit/department, in keeping with the guidelines given by his/her supervisor, so that his/her work will enhance decision-making processes and processes involving the project’s execution and provide the internal client with added value through his/her professional performance.

They are responsible for managing or carrying out work across different sub-families of human resources, in their reference organisational unit, including: programmes and policies for development, compliance and general support for business, selection, on-boarding, terminations and reports, employee relations and communications, coordination of compensation programmes, relocation (national and international), migration, training services in human resources, mobility (design and strategy), recruitment, the organisation’s talent and performance, skills and development, and human resources information systems (HRIS).

Required Skills and Competencies

The Broadway Subway Project Corporation (BSPC) is an Acciona-Ghella general partnership to deliver a 5.7 km extension of the Millennium Line, from VCC-Clark Station to Broadway and Arbutus. Once complete, it will provide fast, frequent and convenient service to B.C.’s second largest jobs center, world-class health services, an emerging innovation and research hub, and growing residential communities.

This position provides critical Human Resources support for the Broadway Subway Project. The position will contribute as a key member of the Human Resource Team in the delivery of full-scope HR management processes and practices with an emphasis on talent acquisition and recruitment. The position also completes administrative tasks in Human Resources to support the project.

Responsibilities:
Implement and Manage the Recruitment process with Hiring Managers.
Ensure required documentation is provided with approvals.
Post positions.
Screen applicants.
Develop position applicant data base.
Coordinate interview logistics.
Complete Reference checks.
Coordinate offers.
Coordinate Relocations as required.
Management of personnel files;
Coach, consult, persuade and influence management to ensure best practice engagement and problem solving approaches;
Assist with documentation, records and reporting as required;
Identify human resources and organizational solutions to support the project team;
Interpret and administer multiple collective bargaining agreements, manage grievance and arbitration processes and collective bargaining processes;
Respond to inquiries regarding policies, procedures, and programs;
Administer salary and benefit administration program to ensure compliance and equity within organization;
Support other HRBPs member on the team
Be able to cover HR Manager when needed
Work with lawyers when dealing with work permits, work permit extension, visa, permanent residents for expats or candidates coming form abroad
Identify training needs for teams and individuals, evaluate training programs
Participate in external and internal audits with Quality dept and IRCC
Analyze trends and metrics with the HR department

Essential Functions:

Well-developed business/personal judgment skills in resolving issues ranging from semi-routine to more complex situations;
Strong program and policy development skills in order to develop LR programs, initiatives and policies;
Demonstrated ability to establish priorities and deliver strategic and tactical objectives;
Solid leadership, coaching, facilitation, conflict resolution and relationship management skills;
Foster teamwork and cooperation with strong change management and project management skills;
Excellent written and oral communication skills with all levels at the organization;
Strong presentation and facilitation skills to deliver employee relations programs;
Strong skills with excel spreadsheets
Analytical and goal oriented
Demonstrable experience with HR metrics
Thorough knowledge of labor legislation

Experience/Qualifications:
Possess an acceptable combination of education and experience in the HR field. Preference will be given to candidates with experience in the construction sector
Minimum 4-6 years of progressive experience in human resources, preferably working on major Infrastructure projects
Proven work experience as an HR business partner
CHRP designation desired or working towards it
